The Kosygin State University of Russia, the Russian Union of Scientific and Engineering Public Associations and the All-China Association for Science and Technology, together with leading universities and scientific organizations, are holding on October 21, 2021 as part of the Third International Kosygin Forum at the Russian State University named after A.N. Kosygin (Technology. Design. Art) International Science and Technology Symposium (ISTS).

ISTS “Improving energy resource efficiency and environmental safety of processes and devices of chemical and related industries” is dedicated to the 110th anniversary of the birth of an outstanding scientist in the field of processes and devices of chemical technology A.N. Planovsky.

The directions of work of the ISTS were determined in accordance with the main promising directions of development of the scientific and technological progress and the Decree of the President of the Russian Federation of 05/07/2018, with the goals and objectives in the field of sustainable development for the period up to 2030, presented in the resolution of the UN General Assembly. Among the main directions: innovation, education, digitalization, energy-saving efficient technologies and environmental protection.

The ISTC is held in accordance with the action plan for the Years of Russian-Chinese Scientific, Technical and Innovative Cooperation (Decree of the Government of the Russian Federation No. 1020-r of April 15, 2020).

The decision to hold the Years of Russian-Chinese scientific, technical and innovative cooperation in 2020–2021 was made at the highest level – by the leaders of Russia and China. The head of the organizing committee for the preparation and implementation of the Years of Cooperation is Deputy Prime Minister T. Golikova. The organizational and technical support for the activities of the organizing committee is entrusted to the Ministry of Education and Science of Russia. As T. Golikova noted, it is important that there is a high interest in participating in the Years of the university community of Russia and China, because it is the university that is the fundamental link in the training of specialists of any profile that are in demand in the modern labor market.

The scientific organizing committee of the Symposium, along with well-known Russian scientists, included academicians of the Chinese Academy of Sciences. About 500 ISTS participants from Russia, China and other countries (R. Belarus, Kazakhstan, Moldova, Tajikistan, Uzbekistan, Ukraine, Guinea, France, Norway, Israel, South Africa, etc.) announced more than 300 reports, presented more than 170 articles. The participants represent 22 regions and 32 cities of Russia, almost 100 scientific, industrial and educational centers. Authors from the China represent mainly university science.

Special attention in the ISTS multidisciplinary scientific program is paid to the training of engineering personnel in leading technical universities and the training of young scientists as the basis for the implementation of the national project “Science”. Secretary General of the European Federation of National Engineering Associations (FEANI), Vice-President of the European Network for Accreditation for Engineering Education (ENAEE) Professor Dirk Bochar (Brussels, Belgium) will take part in the discussion of these issues.

We consider the participation of specialists from China at the Russian Kosygin Forum, among other things, as one of the preparatory events for the 8th Russian-Chinese Forum on Engineering Technologies.

As a result of the event, it is expected to strengthen bilateral cooperation in such priority areas as nanotechnology, chemical technologies, environmental safety, information technology, energy efficiency in the interests of developing relations of friendship, mutual understanding and good neighborliness between Russia and China.
